Dr. Hippolyte Fofack - Chief Economist and Director of Research and International Cooperation at the African Export-Import Bank

Dr. Hippolyte Fofack, the Chief Economist and Director of Research and International Cooperation at the African Export-Import Bank, has more than 20 years of experience in the areas of development economics, international trade, banking and international finance and academia. Prior to joining the African Export-Import Bank, he was with the World Bank Group in Washington DC, where he served in several capacities, including as Senior Economist and Head of the Macroeconomic and Growth Program.

Dr. Fofack holds a master’s degree in economics from the University of Lille, France, and an Advanced Degree in International Economics and Finance from the University of Bordeaux, France. After completing his dissertation, “Distribution of Parallel Market Premium Under Stable Alternative Modeling,” he was awarded a Ph.D. from American University in Washington DC, USA in 1998. In 2005 Dr. Fofack was elected to the African Academy of Sciences, a continental organization of scientists and engineers dedicated to the furtherance of sciences and its use for economic development and welfare improvement.

Dr. Fofack served on the Advisory Board of Lincoln University in Pennsylvania and is a member of the Board of Directors of the Africa Society of the National Summit on Africa, a Washington-based organization. He is also a member of several leading professional and scientific organizations, including the American Economic Association, the African Finance and Economic Association. Dr. Fofack has been a Guest Editor of several prominent journals, including the World Bank Economic Review, Economic History of Developing Regions.

Dr. Fofack has published extensively and is Editor-in-Chief of Contemporary Issues in African Trade and Trade Finance (CIAT), and member of several editorial Boards, including the Journal of African Development, the Journal of African Trade, and the Gulf Economics Journal. Dr. Fofack has lectured at several universities. He writes a regular column for several international media outlets and is a frequent commentator on several television networks.  



Francis Mangeni - Head of Trade Promotion and Programs with the African Continental Free Trade Area (AfCTA)

 Director of Trade Customs and Monetary Affairs with the Common Market for Eastern and Southern Africa. 

Dr. Francis Mangeni has worked and consulted extensively on the multilateral trade system and African economic integration. 

He is Senior Fellow with the Nelson Mandela School of Public Governance and has been Head of Trade Promotion and Programs with the African Continental Free Trade Area and Director of Trade Customs and Monetary Affairs with the Common Market for Eastern and Southern Africa. 

He was Advisor to the Minister of Commerce and Industry of the Government of Malawi; the Senior Economist at the Permanent Delegation of the African Union to the United Nations and other International Organization based at Geneva, Switzerland; and Regional Trade Policy Advisor at the Commission of the African Union. He has been consultant for various international and regional organizations, such as the United Nations Economic Commission for Africa, the United Nations Conference on Trade and Development, the International Labour Organisation, the Commonwealth Secretariat, the South Centre, the East African Community, the Southern Africa Development Community, and the Common Market for Eastern and Southern Africa.
 
Dr Mangeni taught on postgraduate and undergraduate programs in Uganda at the Law Development Centre, Makerere University, and Uganda Martyrs University Nkozi; and at the London School of Economics. He has written a large number of papers, reports, negotiation briefs, and advisory notes on economic integration in Africa and the multilateral trade system.

His analytical work has focused on the social and economic implications of economic reforms, negotiation preparation and trade opportunities. His analysis has formed the basis of advice, on key initiatives for economic integration throughout Africa, and to African Diplomats attending World Trade Organization conferences and trade negotiations with Africa’s major partners. His analysis has shaped economic reforms in Malawi, Uganda, and throughout East Africa, COMESA and the African Union. His work also contributed to the reform of the World Trade Organization in various areas such as development policy space and access to life-saving medicine.

Gallup World Poll  Speaker 2016-2021

Magali Rheault  - Regional Director, Sub-Saharan Africa 

Magali Rheault is the Africa Regional Director for Gallup World Poll. This ongoing global research initiative surveys people in more than 160 countries about their well-being, health, employment situation, and other key topics. Her latest research focuses on the relationship between access to potable water and food security status of African households. Ms. Rheault manages survey research operations, which includes overseeing sample designs, questionnaire translation process, interviewer training programs, and scheduling and budgeting. Ms. Rheault serves as the key liaison officer between local partners and U.S.-based teams to ensure flawless and consistent execution of data collection efforts, including many hard-to-reach and volatile regions of the subcontinent. She provides expert advice on methodology and face-to-face interviewing techniques during in-country interviewer training sessions and fieldwork. Ms. Rheault’s research interests focus on the intersection of governance, economic growth, and human development in sub-Saharan Africa. She is an expert at analyzing well-being data and exploring their relationship to key dimensions of the human experience. Her latest research focuses on the relationship between access to potable water and food security status of African households. Since joining Gallup in 2007, Ms. Rheault has published more than 100 articles and analyses based on data from the Gallup World Poll. Her research has appeared in many publications, including Harvard International Review and the Financial Times. She has lectured and presented World Poll findings at many universities and institutions worldwide. Prior to joining Gallup, Ms. Rheault worked as a researcher in the financial services industry. Before moving to the United States, Ms. Rheault lived in France, where she studied urban development and land issues pertaining to the Maghreb region and West Africa. She received a bachelor’s degree in urban planning from the Université d’Aix-Marseille and a master’s degree in  geography from the Université d’Avignon. Ms. Rheault speaks English, French, Spanish, and Portuguese.
